SOUTHERN DISTRICT OF NEW YORK SEEKING CANDIDATES FOR CRIMINAL JUSTICE ACT PANEL
The United States District Court for the Southern District of New York is seeking applicants for the SDNY Criminal Justice Act (CJA) Panel. Applications are available on the court’s website at www.nysd.uscourts.gov/cja.php. Completed applications must be addressed to David Patton, Executive Director of the Federal Defenders of New York, and submitted electronically by May 31, 2014 to [email protected]; no paper applications will be accepted.
The CJA Panel is comprised of private attorneys who are authorized to serve as appointed defense counsel pursuant to 18 U.S.C. § 3006A. To qualify for a position on the CJA Panel, attorneys must be members in good standing of the Southern District and have proven experience and competency in the field of federal criminal defense work. Applications will be reviewed by a committee of attorneys that will forward its recommendations to the Southern District Board of Judges’ Defender Services Committee. The Court is committed to increasing the diversity of the applicant pool and encourages qualified female and minority lawyers to apply for positions.
Candidates can apply to be a member of either the Foley Square or the White Plains CJA Panels, or to both panels. CJA Panel attorneys commit to being “on duty” one day every four to six months if a member of the Foley Square panel and approximately one day every month if on the White Plains panel. On that “duty day,” CJA attorneys represent clients when the Federal Defender has a conflict; the hours of duty are from 9:00 a.m. until the closing of the Magistrate Judges Office, which is sometimes after 5:00 p.m. CJA Panel members serve a three-year term and are reimbursed at the rate of $126/hour for in-court and out-of-court time.
“Our justice system owes a great debt to the efforts of CJA attorneys,” said United States District Judge Cathy Seibel, who leads the Southern District’s Defender Services Committee. “They are instrumental to fulfilling the Constitutional mandate that every defendant has a right to
counsel.”
Southern District Chief Judge Loretta A. Preska said, “The Southern District’s CJA Panel is the best in the nation, and we are fortunate that so many capable attorneys take part in this program.”
Attorneys can also apply for membership on panels that represent defendants in capital cases and in non-trial work, primarily habeas corpus proceedings. In addition, the Southern District also sponsors a mentoring program that helps identify and prepare experienced state court
practitioners for appointment to the Panel. While the mentorship program is aimed at increasing the diversity of the Panel, the program is open to all.

JPMorgan Chase & Co. Legal Department is hosting a networking reception on April 7, 2014 @ 6:00PM for APA attorneys that are potentially interested in joining our Legal Department.

If your resume is selected, you will be receiving an invitation to the event on or about March 17 directly from JPMorgan Chase & Co.
Internally, JPMorgan Chase & Co. will have about 50-60 lawyers and compliance professionals attend the event. Many in attendance will be senior managers, practice group leaders and a couple of recruiters. Senior leaders who have attended similar events in the past have included lawyers from all four lines of JPMorgan Chase & Co.’s businesses: Consumer & Community Bank; Corporate Investment Bank; Asset Management and Commercial Bank. In addition, we have had litigators from our Litigation Department attend as well.
There is no guarantee of any employment as a result of this event and/or future guarantees but we hope that if there is a fit and/or a need, we will look to this group as a possibility. Of course, some in attendance may have an immediate need but there are no guarantees.

Update from Vinoo Varghese on further developments in connection with his being subpoenaed recently as a defense attorney in a pending matter: The National Association of Criminal Defense Lawyers (NACDL), the New York State Association of Criminal Defense Lawyers (NYSACDL) and the Legal Aid Society (LAS), as amicus curiae, are seeking a declaratory judgment that the act of subpoenaing a defense attorney during the pendency of an open case is per se wrong. These groups have opposed the sealing of this matter on First Amendment grounds.

“It is hard to imagine a grand jury summons with a more chilling effect on the unique constitutional role of defense counsel and on every attorney who performs it,” wrote Steven Wasserman, a staff attorney at Legal Aid.

As many of you know, the Philippines was recently devastated by what the many have referred to as “the perfect storm,” a “super typhoon,” and “one of the strongest cyclones ever recorded.”
It has been a little over a week since Typhoon Haiyan (or Typhoon Yolanda, as it is known in the Philippines) made landfall in the Philippines, and yet the needs of the victims in its path have not abated. Many remain without shelter, food, water, or medication. According to CNN, as of November 15:
- more than 3,000 are dead
- 9 million are affected, 4 million of whom are children
- 2.5 million are in need of food despite 40 tons of food packs having been distributed
- $300 million in immediate relief is needed.
The Filipino American Lawyers Association of New York (FALANY), along with the Asian American Bar Association of New York (AABANY) and the Asian Pacific American Lawyers Association of New Jersey (APALA/NJ), encourage you to consider helping relief efforts in any way you feel appropriate.

- University of the Philippines Medical Alumni Society in America (“UPMASA”). UPMASA is a non-profit organization comprised of medical professionals who graduated from the University of the Philippines. They are accepting donations until December 11 to support their medical mission to the worst affected areas in the Philippines. The funds will be used to provide acute and prophylactic care to those most in need. Donations may be made through their website: www.upmasanational.org.
- Gawad Kalinga (“GK”) is a non-profit organization founded in the Philippines. It has been at the forefront of ongoing relief efforts. GK is collecting donations to assemble food packs. One food pack costs $5 and will feed a family of four for 3-4 days. The organization is also collecting donations for the infrastructure rehabilitation and rebuilding of the affected areas. NACDL Strike Force Represents Vinoo Varghese
The National Association of Criminal Defense Lawyers (NACDL) is now representing Vinoo Varghese pro bono in supporting his opposition to the Manhattan DA’s attempt to subpoena him to testify against his client’s interests.
