WASHINGTON – Today, President Joe Biden nominated Sharad Desai to the U.S. District Court for the District of Arizona. If confirmed, Desai would be the first Asian American Article III judge to serve in the District of Arizona.
“NAPABA applauds President Biden’s historic nomination of Sharad Desai,” said Anna Mercado Clark, President of NAPABA. “Active in the community and an advocate of diversity and inclusion, Desai will serve in a District where the AANHPI population has grown over 50 percent over the last decade.”
Sharad H. Desai has been Vice President and General Counsel for Honeywell International’s Integrated Supply Chain and Information Technology divisions in Phoenix, Arizona, since 2023. He has worked in senior legal counsel roles at Honeywell since 2015. From 2007 to 2015, Mr. Desai worked as an attorney with the Phoenix law firm Osborn Maledon, P.A., first as an associate and later as partner. He began his legal career serving as a law clerk for Justice Rebecca White Berch on the Arizona Supreme Court from 2006 to 2007. Mr. Desai received his J.D. from New York University School of Law in 2006 and his B.A. and B.S. from the University of Arizona in 2003.
“President Biden has nominated 42 AANHPIs to Article III courts, and 37 have been confirmed, a legacy of more than double the number of AANHPIs judges than any president’s first term,” said Priya Purandare, Executive Director of NAPABA. “We thank President Biden for nominating and Senator Sinema and Senator Kelly for supporting Sharad Desai’s historic nomination.”
On Wednesday, May 22, 2024, AABANY hosted its 2024 Annual Dinner with the theme “Building a Strong Foundation for a Brighter Future” at Cipriani Wall Street. Celebrating the 35th Anniversary of AABANY, the event was hosted again during Asian American Native Hawaiian and Pacific Islander (AANHPI) Month with over 700 attorneys, judges, prosecutors, in-house counsel, government officials, and dignitaries who came out to celebrate with us at the Annual Dinner.
The event began with an invite-only General Counsel Reception which was attended by 40 General Counsels and numerous sponsor guests. We thank our General Counsel Reception sponsor, Groombridge, Wu, Baughman & Stone for helping us start off the night strong! The General Counsel Reception occurred simultaneously with a Cocktail Reception in the West Ballroom where numerous guests mingled, caught up with each other, made new connections, and took photos at the step-and-repeat.
After the Cocktail Reception, the dinner and program began with CeFaan Kim as the night’s excellent host and charismatic Master of Ceremonies. First course was already plated as CeFaan kicked off the program. He invited to the stage Karen Kim, Immediate Past President, to deliver her remarks as the outgoing President. She was followed by our first honoree, Iris Lan, Esq., recipient of AABANY’s Public Service Award.
Iris began her speech by praising AABANY for its work in preventing AAPI Hate, as well as its support for the AAPI legal community. To close out, Iris told a story attributed to United States Supreme Court Justice Robert Jackson. The story was centered around three stone basins: “Each stone basin represents a judge or a lawyer,” Iris stated. “Some see their work as merely a way to earn a living. Others perhaps view their work as applying legal precedent molding their decision.” Iris then described the third stone basin as one that builds a “cathedral,” representing the building of a path for others to walk through. She thanked AABANY, as an embodiment of this third basin, for “building the cathedral of the future.”
After Iris received her reward, a short video was shown, celebrating 35 years of AABANY. It discussed the birth of AABANY as an organization established to support the community of AAPI legal professionals and the wider AAPI community. It then chronicled AABANY’s growth from a small group that would host social events to an organization with a wide-reaching mission and membership. It also delved into how AABANY contended with the COVID-19 pandemic and the uptick in anti-Asian hate, and the birth of the anti-Asian Violence Task Force.
Following the 35th anniversary video, White & Case LLP was presented with the Law Firm Diversity Award for its dedication to improving diversity, equity, and inclusion in the legal field. After a brief time for guests to continue networking, AABANY was proud to honor the Honorable Denny Chin, United States Circuit Judge, United States Court of Appeals for the Second Circuit, with AABANY’s Impact Leadership Award
Judge Chin delivered a powerful speech on the importance of resilience and highlighted some of his most memorable career moments, such as sentencing Bernie Madoff in 2009.
In addition, we presented the 2024 class of Don H. Liu Scholars: Felicia Hou, Grace Koh and Yangji Sherpa. Read more about the program here. Before this year’s class of DHL Scholars was presented, a short film celebrated the tenth anniversary of this program and its many accomplished and worthy recipients.
The dinner ended with a short trailer for the documentary, Voices Against Anti-Asian Hate, produced by the AABANY Anti-Asian Violence Task Force. The film featured numerous victims and survivors of anti-Asian hate, including Justin Go, father of Michelle Go, who spoke eloquently about her murder in January 2022. After the trailer played, CeFaan Kim stated, “Do not be afraid, and make sure you are heard.”
Next, AABANY President Joseph Eng made closing remarks, celebrating community leaders, former presidents of AABANY, and founders in attendance, as well as discussing the “next 35 years” of AABANY, expressing the hope that the paths those leaders and founders had forged would become familiar ones for success. He envisioned a future where “exceptional is the norm,” where AAPI voices are strong and heard throughout the legal community and beyond, and where young AAPIs are encouraged and inspired to enter the profession. He finished by again congratulating the night’s award winners, thanking the sponsors, and finally thanking his wife, Alejandra.
After the dinner, attendees who wished to extend the celebration went up to the Mezzanine for the afterparty, which continued until midnight.

The NAPABA ADR Institute is a multi-day career and skills development program created to provide a broad overview as well as substantive, hands-on training to members who are interested in pursuing a career in Alternative Dispute Resolution (ADR). This program aims to diversify the pool of mediators and arbitrators in the United States and to increase the use of mediation and arbitration by those who attend the training. The NAPABA Dispute Resolution Committee will provide substantive leadership in the program development and execution as they seek to provide guidance and opportunities to those who may be members of the next generation of leading mediators and arbitrators in the country and to ensure that these mediators and arbitrators also include members of the AANHPI legal community. The training is designed for:
those interested in incorporating work as a mediator or arbitrator while still advocating;
those who are interested in pursuing a judicial career and will benefit from serving as a neutral to gain valuable experience before applying for or running for a judicial position; and
those who wish to pursue a career as a full-time mediator and/or arbitrator, either ad hoc or by joining an ADR provider.
Instructors are ADR thought leaders and the program is supported and guided by leading ADR organizations like JAMS, the American Arbitration Association, and CPR (International Institute for Conflict Prevention & Resolution). This program will provide MCLE-accredited training that will provide foundational training and a deeper understanding for the attendees who may pursue different avenues in ADR, including starting a mediation or arbitration practice at their firm, joining an ADR provider so to gain more experience as an arbitrator in their eventual bid to become a judge, or transition their practice to a full time neutral. Over the course of two days, participants will be exposed to topic areas such as:

WASHINGTON – Yesterday, [July 31, 2024,] the United States Senate confirmed Judge Meredith A. Vacca to the U.S. District Court for the Western District of New York. Judge Vacca is the first Asian American and woman of color to serve in the Western District, which includes Buffalo, Rochester, and Elmira.

Vacca on her confirmation to the U.S. District Court for the Western District of New York,” said Anna Mercado Clark, President of NAPABA. “We are pleased to have supported the 50 AANHPI judges confirmed over the past eight years, spanning two Presidents. Our bipartisan judicial nominations approach and diverse membership have resulted in greater AANHPI representation on our judiciary across the country and political spectrum.”
Judge Vacca has been a judge on the Monroe County Court since 2021 and an Acting Justice on the New York State Supreme Court since 2023. She previously served as an Assistant District Attorney in the Monroe County District Attorney’s Office in Rochester, New York, from 2007 to 2020 and as an associate at Hamberger & Weiss LLP from 2005 to 2007. Judge Vacca received her J.D. from the University of Buffalo School of Law in 2005 and her B.A. from Colgate University in 2002.
“Judge Vacca, a board member of the Asian American Judges Association of New York, is active in our community,” said Priya Purandare, Executive Director of NAPABA. “As the 37th AANHPI judge confirmed by the Biden Administration, Judge Vacca will serve a rapidly growing Asian American district in upstate New York. SAIL Scholarship Now Accepting Applications! Deadline: July 1, 2024
NAPABA Law Foundation invites eligible students to apply for the 2024 SAIL Scholarship, made possible due to the generosity of Sharon and Ivan Fong.
The SAIL Scholarship is a scholarship awarded to an individual who will be a 2L student starting in the 2024 Fall Semester (current 1L students should apply) who has outstanding professional promise and leadership potential. Applicants will be evaluated for (a) academic excellence in their undergraduate school years and first year of law school, (b) leadership experience, (c) volunteerism or service in the public interest, (d) knowledge of social and cultural issues of any one or more AANHPI communities or commitment to making a significant impact on issues affecting one or more AANHPI communities, or both, and (e) commitment to “pay it forward.”
Award Amount: The NAPABA Law Foundation will award from the SAIL Scholarship Fund at least one $7,500 scholarship each year, half of which would be distributed to the recipient in his or her second year of law school and the remainder of which would be distributed to the recipient in his or her third year of law school, subject to the Scholar’s continued (i) strong academic performance and good character; and (ii) dedication to the concepts set forth in scholarship.
On May 14, 2024, AABANY’s Labor and Employment Law, Intellectual Property, and In-House Counsel Committees co-hosted a panel discussion entitled “Roots to Success: Navigating Commercial and Legal Terrain in Asian Small Business Ventures.” The event was an opportunity for AABANY members to gather in celebration of May’s AANHPI/APIDA Heritage Month.
The event featured panelists Rachna Shah, Founder and General Counsel of External General Counsel LLC, Ayan Sanyal, Co-Founder of Kolkata Chai, and Lingfei (Teddy) Wu, Founder and CEO of Anytime AI. The event was moderated by Anushree Bagrodia, Vice President of Legal Americas of Mastercard and Co-Chair of AABANY’s In-House Counsel Committee.
The panelists shared their unique personal journeys that led them to start their businesses. They discussed the challenges that they faced when starting and growing their businesses and how they overcame these challenges, including how they navigate the legal issues that their businesses encounter. To tie the event back to AANHPI/APIDA Heritage Month, the panelists also shared the importance of embracing and celebrating their Asian heritage and supporting other Asian entrepreneurs and Asian owned businesses. We thank our distinguished panelists and moderator for sharing their time, perspectives, and insights. We also thank Littler Mendelson. P.C. for hosting the event at their New York City office.

On May 22, 2024, AABANY members met with the staff of New York Senate and Congressional representatives in Washinton, D.C. at this year’s NAPABA Lobby Day. Each year, members of the National Asian Pacific American Bar Association (NAPABA) travel from across the United States to Washington D.C. and advocate on critical issues facing the Asian American, Native Hawaiian, and Pacific Islander (AANHPI) community.
NAPABA and local bar association members discussed a number of issues with Congressional offices including legislation to address Anti-Asian Hate, Civil Rights, Immigration, and to support the confirmation of AANHPI judicial and executive nominees.

Wen Xue, Associate at Greenberg Traurig, LLP, discussed state bills barring Chinese nationals from owning real property and a federal bill to preempt those laws. She shared, “Lobby Day is a great opportunity to meet and connect with people. I enjoyed the opportunity to see my fellow NAPABA colleagues in action, hear their words, and be inspired.”
Sandy Chiu, intellectual property attorney at Greenberg Traurig, LLP, stated, “Lobby Day continues to inspire and reengage me in the civic process, reminding me of our power as a collective NAPABA voice in shaping policy.”
Michelle Lee, Counsel for Stand with Asian Americans which advocates against workplace discrimination, discussed legislation to ensure AANHPI history is taught as part of American history. She stated, “As a first-time attendee of Lobby Day, I experienced a sense of empowerment and relevance as we advocated on behalf of our AANHPI community directly with our Senators’ and Representatives’ offices. Every lawyer should take advantage of this privilege especially when NAPABA makes the experience so seamless and collaborative.”
Nandar Win Kerr, Human Corporate Responsibility and Sustainability Consultant and Co-Chair of AABANY’s Professional Development Committee, stated, “For the past three years, I have participated in NAPABA Lobby Day, transitioning from grassroots activism to high-level policy advocacy, a journey that seemed intimidating at first…. WASHINGTON – Today, the United States Senate confirmed Judge Dena M. Coggins to the U.S. District Court for the Eastern District of California.

Judge Dena Michaela Coggins is the Presiding Judge of the Juvenile Court of the Superior Court of California, County of Sacramento, having served in that position since 2023 and as a Superior Court judge since 2021. Judge Coggins was previously an Administrative Law Judge with the State of California’s Office of Administrative Hearings, in the General Jurisdiction Division from 2018 to 2021 and the Special Education Division from 2015 to 2017. Between her positions as an Administrative Law Judge, Judge Coggins served as a supervising attorney and hearing officer at the State of California Victim Compensation Board from 2017 to 2018. From 2013 to 2015, she served as a Deputy Legal Affairs Secretary for the Governor of California. Prior to her state government service, Judge Coggins worked as an associate at Downey Brand L.L.P. from 2012 to 2013 and at Morrison & Foerster L.L.P. from 2007 to 2012. Judge Coggins received her J.D. from the University of the Pacific, McGeorge School of Law in 2006, and her B.S. from California State University, Sacramento in 2003.
“This is the second judge from our community to be confirmed during Asian American, Native Hawaiian, and Pacific Islander Heritage Month this year,” said Priya Purandare, Executive Director of NAPABA. “President Biden’s record-breaking 36 AANHPI judges confirmed include 23 AANHPI women, the most women.
