NAPABA Applauds the Confirmation of Judge Kenly Kiya Kato to the U.S. District Court for the Central District of California

WASHINGTON – Today, the United States Senate confirmed Judge Kenly Kiya Kato’s nomination to the U.S. District Court for the Central District of California. 

“NAPABA congratulates Judge Kato on her confirmation to the U.S. District Court for the Central District of California. An experienced jurist, her service as a U.S. Magistrate Judge on that court since 2014 has been exemplary,” said Sandra Leung, President of NAPABA. “Active in the AANHPI community, her commitment to public service and access to justice was shaped by the incarceration of her parents during World War II solely because they were of Japanese descent.”

“Judge Kato is the 26th Article III judge from the AANHPI community that was nominated by President Biden and confirmed by the U.S. Senate. President Biden continues to extend his record of judges from the AANHPI community,” said Priya Purandare, Executive Director of NAPABA. “We thank President Biden for nominating Judge Kato and the late Senator Feinstein and Senator Padilla for recommending her.”

Prior to Judge Kato’s confirmation to the U.S. District Court, she served as a U.S. Magistrate Judge in the U.S. District Court, Central District of California. Earlier in her career, she maintained a private practice and was a deputy federal public defender. Judge Kato was a law clerk to the late Judge Robert M. Takasugi of the U.S. District Court for the Central District of California and is a graduate of the University of California at Los Angeles and Harvard Law School.

NAPABA Applauds the Confirmation of Judge Wesley L. Hsu to the U.S. District Court for the Central District of California

WASHINGTON – On May 4, the Senate confirmed Judge Wesley L. Hsu to the U.S. District Court for the Central District of California by a vote of 53 to 43.

“NAPABA congratulates Judge Hsu on his confirmation to the U.S. District Court for the Central District of California,” said Sandra Leung, president of NAPABA. “Judge Hsu, a 2005 NAPABA Best Lawyers Under 40 awardee, has shown strong leadership in his professional career and volunteer work with the AAPI community. We are proud to have supported Judge Hsu’s nomination and are delighted he was confirmed.”

Judge Hsu has an extensive legal career spanning nearly three decades. He previously served in the Los Angeles County Superior Court in 2017. Before he was appointed a judge, Hsu served for 17 years as the Executive United States Attorney and Deputy United States Attorney in the Office of the United States Attorney in the Central District of California. He has clerked for the Hon. Mariana R. Pfaelzer of the U.S. District Court for the Central District of California, and he has experience in the private sector from his time at a private law firm.

“President Biden has appointed 19 out of the 52 AAPI active Article III judges,” said Priya Purandare, executive director of NAPABA. “Today, as we head into the 31st Asian American, Native Hawaiian, and Pacific Islander Heritage Month, we celebrate a judiciary more reflective of the people it serves.”

In addition to his professional work, Judge Hsu is active in his community as a member of the Board of Governors for the Asian Pacific American Women Lawyers Alliance, a Founding Member of NAPABA’s Government Enforcement and Compliance Committee, and NAPABA’s Data Security and Privacy Committee, and a Co-Chair of the California Asian Pacific American Judges Association. His service to the AAPI community has been recognized by NAPABA with its Best Lawyers Under 40. Judge Hsu has served as an adjunct professor at Loyola Marymount Law School and a writing instructor at the University of Southern California Law School and is a graduate of Yale University and Yale Law School.

NAPABA Applauds the Nomination of Judge Wesley Hsu to the U.S. District Court for the Central District of California

WASHINGTON – [On Dec. 21, 2022,] President Joe Biden nominated Judge Wesley Hsu to the U.S. District Court for the Central District of California.

“NAPABA applauds the Biden-Harris administration for nominating Judge Wesley Hsu,” said Sandra Leung, president of NAPABA. “Judge Hsu has been an active leader in NAPABA, helping mentor and uplift AAPI attorneys. In 2005, NAPABA recognized him with its Best Lawyers Under 40 for achieving prominence and distinction with his service to the community. His frequent contributions to our community and vast experience in the law make him uniquely qualified. We urge the Senate to swiftly confirm Judge Hsu.”

In 2017, former governor Jerry Brown appointed Judge Hsu to the Los Angeles County Superior Court. Hsu served for 17 years in the Office of the United States Attorney in the Central District of California, notably as the Executive United States Attorney and Deputy United States Attorney. Previously, he worked at a private law firm, and clerked for the Hon. Mariana R. Pfaelzer of the U.S. District Court for the Central District of California.

WASHINGTON – President Trump announced the nominations of Patrick J. Bumatay to the U.S. Court of Appeals for the Ninth Circuit and Judge Steve Kim to the U.S. District Court for the Central District of California.

“NAPABA congratulates Patrick Bumatay on his nomination to serve on the U.S. Courts of Appeals for the Ninth Circuit,” said NAPABA President Daniel Sakaguchi. “A career prosecutor, Mr. Bumatay is an experienced attorney who will bring his strong commitment to fairness and public service to the bench. We urge the Senate to swiftly consider his historic nomination and confirm him as the first Filipino American to serve as a federal appellate judge and the first openly gay judge on the Ninth Circuit.”

“NAPABA congratulates Judge Steve Kim on his nomination to serve on the U.S. District Court for the Central District of California,” continued Sakaguchi. “A current federal magistrate judge, he is recognized by his peers on the bench and in the bar for his leadership and commitment to the practice of law. We urge the Senate to swiftly consider his nomination and confirm him to the bench.”

Patrick J. Bumatay is an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of California. He currently serves in the Office’s Appellate Section, representing the United States before the Ninth Circuit Court of Appeals. Bumatay has held numerous positions in public service throughout the Department of Justice, including the top three leadership offices. He clerked for Judge Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit and Judge Sandra L. Townes of the U.S. District Court for the Eastern District of New York. He is a graduate of Yale University and Harvard Law School. He is an active member of NAPABA, our affiliated bar—the National Filipino American Lawyers Association, and the Tom Homann LGBT Law Association.

Steve Kim is a U.S. Magistrate Judge for the U.S. District Court for the Central District of California. He presides over both criminal and civil matters. He was the Regional Managing Direct at Stroz Friedbarg, LLC, and is a former Assistant U.S. Attorney in the Criminal Division. He clerked for Judge Sidney R. Thomas on the U.S. Court of Appeals for the Ninth Circuit and District Judge Stephen V. Wilson in the Central District of California. He is a graduate of the University of Oklahoma, with special distinction, and Georgetown University Law Center, magna cum laude.

NAPABA APPLAUDS APPOINTMENT OF SCOTT H. YUN TO THE U.S. BANKRUPTCY COURT FOR CENTRAL DISTRICT OF CALIFORNIA

WASHINGTON — On June 23, Scott H. Yun was sworn into office to the U.S. Bankruptcy Court for the Central District of California. Judge Yun will be the 5th Asian Pacific American to ever be appointed as a bankruptcy judge in U.S. history.

“We congratulate Judge Scott H. Yun on his appointment to U.S. Bankruptcy Court,” said William J. Simonitsch, president of the National Asian Pacific American Bar Association (NAPABA). “Judge Yun is highly qualified, and was selected from a very competitive field. As just the fourth sitting Asian Pacific American bankruptcy judge, his appointment is significant for Asian Pacific American bankruptcy practitioners and the Asian Pacific American legal community as a whole.”

Chief Judge Alex Kozinski of the U.S. Court of Appeals for the Ninth Circuit appointed Judge Yun to the court on June 20, 2014. Judge Yun will take the place of Judge Deborah J. Saltzman in the bankruptcy court’s Riverside division.

Prior to his appointment, Judge Yun was a shareholder at the law firm of Stutman, Treister & Glatt. Judge Yun also clerked for bankruptcy Judge Ernst M. Robles of the Central District of California. Judge Yun holds a B.A. from University of California, Los Angeles and a J.D. from the University of Southern California Gould School of Law.
