NAPABA Opposes H.R. 734 and Discrimination Against Transgender Persons

WASHINGTON – March 9. The National Asian Pacific American Bar Association (NAPABA) opposes H.R. 734, recently introduced in the House of Representatives as the “Protection of Women and Girls in Sports Act of 2023,” which would effectively ban transgender and intersex girls and women from participating in school sporting activities that align with their gender identities.

NAPABA is proud that last month, its Board of Directors ratified a policy resolution sponsored by its LGBTQ+ Network, that affirms the civil, constitutional, and human rights of transgender and non-binary youths, including those within the AAPI community, and recognizes their rights to participate in school sports and to receive the social, educational, developmental, and physical and mental health benefits of athletic participation. NAPABA’s policy resolution also expressly opposes discriminatory legislation that prohibits transgender students from participating in school sports as violative of their rights under Title IX.

Transgender youth experience disproportionately higher instances of bullying, harassment, isolation, family rejection and suicide, and exclusion from the benefits of athletic participation should not be yet another risk they face. H.R. 734 is inconsistent with NAPABA’s values of equality, community, advocacy, relationships, diversity, equity, inclusion, open-mindedness, and the health and wellbeing of our members and the Asian American and Native Hawaiian and Pacific Islander communities, and the organization’s commitment to all underserved and underrepresented communities.

COVID Alert NY App Ready for Download

On October 1, 2020, New York launched COVID Alert NY – the official Exposure Notification App created by the New York State Department of Health in partnership with Google and Apple. The app’s purpose is to help anyone 18+ living and/or working in New York fight against COVID-19 by getting exposure alerts, without compromising their privacy or personal information.

The COVID Alert NY app notifies users if they have been in close contact with someone who has tested positive for COVID-19. Upon receiving an exposure notification, the app will encourage users to contact their physician or the State Health Department hotline (1-833-227-5045) to get more information about quarantining and testing.

Anyone who downloads the app does not have to worry about being tracked, identified or having their personal information shared. The app is completely anonymous and does not track location or movement; no personal data is collected. The app instead uses Bluetooth proximity-enabled exposure notification technology provided by Apple and Google which is safe and secure.

The more New Yorkers using the COVID Alert NY app, the more effective it will be as a tool to fight against COVID-19. The COVID Alert NY app puts the power in the hands of New Yorkers to protect their neighbors, friends, family and community at large. Together, we can slow the spread of COVID-19.

The free smartphone app is now available for download in the Google Play Store and Apple App Store.

NAPABA Cancellations & Postponements: Lobby Day Canceled I Call for Programs Deadline Extended

Please see below an important message from NAPABA:

As we continue to monitor the situation regarding the coronavirus, we at NAPABA have had to make changes to our association calendar. One of these changes was a tough decision; the other was simple.

Lobby Day

Reluctantly, NAPABA is canceling Lobby Day, originally scheduled for May 18-19. 

Out of concern for your safety, the safety of your families, and all whom you may come in contact with, we are following the advice of the Centers of Disease Control (CDC) to suspend all events that may attract 50 or more people scheduled for the next eight weeks. We apologize for any inconvenience this may cause you.

We are working with the Thompson Hotel to cancel reservations for those who have already secured lodging.

As current events demonstrate, advocacy on behalf of our communities remains as important as ever. NAPABA continues to work with Congress, the Administration, our partner organizations, and our affiliated bar associations to address our immediate challenges and maintain the relationships we will need to continue to represent our communities. We encourage you to continue to speak out, contact your elected officials and local leaders, and continue to work with your local bars in partnership with NAPABA to make a difference for our communities.

NAPABA Convention Call for Programs

A second calendar adjustment involves our deadline for the 2020 NAPABA Convention Call for Programs. The deadline has been extended to April 20 at 5 p.m. ET to provide you more time to submit your proposal. 

We understand that the current situation may impact your ability to secure speakers for your program ideas as people’s schedules change. We want to reassure you that the CLE Committee will take the current events into consideration upon reviewing the submissions and will not count the lack of “confirmed” speakers against your submission. 

We still encourage you to include those who have expressed interest in speaking on your program as “confirmed” speakers, but we understand that their availability may change. 

We look forward to receiving your program submissions by Monday, April 20!

From AAF: State of Asian American Children – National Report and Conference

From our friends at the Asian American Federation comes this announcement:

The Asian American Federation is preparing a first ever national report to examine changes in demographics and socioeconomic status of Asian American children. The report will help us better understand the characteristics and growth of Asian American children, identify family support, as well as financial, educational and health related needs.

A conference to discuss the report’s findings, policy implications and philanthropic responses will be held:

From AABDC: The Affordable Care Act Legislation and Small Businesses in NY

The Affordable Care Act Legislation and Small Businesses In New York State

February 19, 2013 – With the 2014 roll-out of the Patient Protection and Affordable Care Act (ACA or “ObamaCare”) less than a year away, business owners are scrambling to understand what it means for them. Small businesses in New York State, specifically Asian American owned businesses, can now go to one online portal for relevant information on ACA.
 
Created by the Asian American Business Development Center, the Asian American Small Businesses and Health Reform information portal (www.aabdc.com) provides basic, easy to understand information for Asian American small business owners regarding

a) proposed policy changes;
b) the potential impact of ACA;
c) planning for the long term needs of their business and employees.
 
The goal of the ACA is to provide access to affordable and quality health care coverage to more Americans.  It entails a number of gradual reforms that are being enacted between 2010 and 2014. These reforms will take place on the federal, state, and community levels and will affect individuals, healthcare professionals, and business owners. Since 2010, New York State has been moving forward with reform requirements in preparation for its roll-out in 2014. The AABDC health reform information portal is part of that effort. The project was funded by Macy’s Foundationand Pfizer.
 
The AABDC health reform information portal provides up-to-date information about requirement mandates, tax benefits, state insurance exchanges, and continued policy developments at the state and federal levels. It answers basic questions: Are you required to provide health insurance coverage for your employees? Are you eligible for a federal tax credit if you do provide health coverage? Can you keep your current coverage?
 
The healthcare portal Website offers online consulting services. The Asian American Business Development Center encourages the community to visit its Website to post comments and view expert explanations.
