COVID-19 Rapid Needs Assessment Survey Now Available In Multiple Languages

Survey participation needed to better understand community needs during the pandemic.

NAPABA has partnered with the Asian & Pacific Islander American Health Forum (APIAHF) and the NYU Center for the Study of Asian American Health (CSAAH) to conduct a survey to learn more about the ongoing experiences and needs of Asian Americans, Native Hawaiians, and Pacific Islanders living in the U.S. during the COVID-19 pandemic. Input from this survey will help develop resources and programs to support these communities. You can take the survey here and it will remain open until 1,000 responses are collected.

Purpose of the survey: We are trying to learn more about the current and ongoing experiences and needs of Asian American, Native Hawaiian, and Pacific Islander communities during the COVID-19 pandemic. 

Eligibility: (a) aged 18 or above; (b) self-identify as a(n) Asian American, Native Hawaiian, or Pacific Islander; and (c) be a person living in the United States. 

Survey languages now available: English, Arabic, Bengali, Chinese (Simplified), Chinese (Traditional), Chuukese, Hindi, Japanese, Korean, Marshallese, Native Hawaiian, Nepali, Punjabi, Samoan, Tagalog, Tongan, Urdu, Vietnamese.

ABA Announces Wendy Shiba as Margaret Brent Women Lawyers of Achievement Honoree

WASHINGTON – This week, the American Bar Association’s Commission on Women in the Profession announced NAPABA Past President Wendy Shiba as a recipient of the 2022 Margaret Brent Women Lawyers of Achievement Award. Each year, the Commission honors up to five outstanding women lawyers who have achieved professional excellence and paved the way for other women in the legal profession.

A retired C-suite executive, Wendy made sustainable impacts and provided a stable hand at three NYSE-listed companies where she navigated her companies through multiple challenges and transitions. Wendy is a member of the ABA’s House of Delegates and Standing Committee on Bar Activities and Services, President-Elect of Enix-Ross’s Presidential Appointments Committee, and Vice Chair of the Committee on Rights of Women on the ABA Section on Civil Rights and Social Justice.

“It was NAPABA’s honor to nominate Wendy Shiba, an exceptionally gifted corporate attorney from Altadena, California, for this award. Wendy also serves on the Board of Trustees for the Japanese American National Museum and on the Steering Committee for the Los Angeles Summer Legal Institute, Just the Beginning Foundation’s cornerstone youth program.

NAPABA Celebrates the Confirmation of Judge John H. Chun

WASHINGTON –Yesterday, the U.S. Senate confirmed Judge John H. Chun to the U.S. District Court for the Western District of Washington.

“NAPABA congratulates Judge Chun on his confirmation to become only the second Asian American Article III district court judge in the state of Washington,” said A.B. Cruz III, acting president of NAPABA. “Judge Chun is a well-respected jurist who has deep ties to the Asian American and Pacific Islander community, including as a past president of the Korean American Bar Association of Washington and as a member of NAPABA and the Asian Bar Association of Washington.”

“We thank Senators Murray and Cantwell for recommending Judge Chun and the Biden-Harris Administration for upholding their promise to diversify the judiciary.”

AAPIs represent nearly 10% of the population and constitute the largest community of color in the state of Washington.

Judge Chun served as a judge on the Washington State Court of Appeals in Seattle, Washington and as a judge on the King County Superior Court. He has been recognized as a top Washington “Super Lawyer.” He was a clerk for the Honorable Eugene A. Wright on the U.S. Court of Appeals for the Ninth Circuit and is a graduate of Columbia University and Cornell Law School.

Expansion of new nationwide resource comes at one-year anniversary of Atlanta-area shootings

WASHINGTON –On the one-year anniversary of the tragic Atlanta-area shootings, The National Asian Pacific American Bar Association (NAPABA) and the Georgia Asian Pacific American Bar Association (GAPABA) are proud to announce their partnership on a nationwide compensation and education fund. The Asian American and Pacific Islander (AAPI) Crime Victims & Education Fund will provide financial assistance to AAPI crime victims and support educational and awareness programs aimed at reducing violence and bias targeting the AAPI community.

“The tragic attacks on Asian American communities continue,” said A.B. Cruz III, Acting President of NAPABA. “As we receive requests for legal assistance, we recognized the need for more comprehensive support for victims, including for mental health. Through this partnership with GAPABA, we will support the growing need for a coordinated national network of support for victims of hate.”

“One year ago, our community was rocked by an act of hate and misogyny during the Atlanta mass shootings,” said Timothy Wang, President of GAPABA. “In response we not only provided direct legal and financial support to the families, but also organized a perpetual fund to support future victims. We believe this fund is the first of its kind and fills a vital need by providing funds to people when they need it the most – car and rent payments are the last thing anyone should have to think about following a hate incident. We are proud to partner with NAPABA and leverage NAPABA’s scale, infrastructure, and know-how to expand this initiative and amplify its impact.”

The AAPI Crime Victims & Education Fund will be jointly administered by NAPABA and GAPABA. The Fund builds on NAPABA’s existing intake and referral network and infrastructure and the lessons learned from the response to the shootings in Atlanta and elsewhere around the country. The Fund will work with local AAPI community-based organizations to identify and direct support to needed individuals.

Requests will be made accessible in conjunction with NAPABA’s incident reporting form. The Fund will issue high-speed, targeted relief assistance to help support the immediate costs faced by the victim and their family, including medical expenses. The initial endowment for the Fund is provided by NAPABA, GAPABA, and numerous personal and corporate donors.

On March 16, 2022, the Asian American Bar Association of Houston is sponsoring the Houston component of the National Asian Women’s rally on the one-year anniversary of the tragic Atlanta spa shootings. 

Similar rallies will take place simultaneously in Atlanta, Houston, New York, San Francisco, Sacramento, Washington D.C., and other cities around the country. The Houston rally will be held at Discovery Green in downtown Houston at 6:00 pm CT. 

The goal of the event is to uplift the experiences of API women by acknowledging the complexities of their struggles, demanding change, and celebrating women’s strength. Conscious of the anniversary of the Atlanta shootings, and the one too many tragedies in over the last year, this event is meant to emphasize that the violence enacted on API women’s bodies does not solely define their identities and existence.

Collaborative Bar Leadership Academy to be Held June 26-28 in Chicago

The American Bar Association’s (ABA) Commission on Racial and Ethic Diversity in the Profession announced that the 2022 Collaborative Bar Leadership Academy (CBLA) will be held June 26-28, 2022, in Chicago.

The CBLA is a joint initiative between the ABA, its Commissions on Racial and Ethnic Diversity in the Profession, Disability Rights, NAPABA, the Hispanic National Bar Association, the National Bar Association, the National LGBT Bar Association, the National Native American Bar Association, and the South Asian Bar Association of North America.

The CBLA is a coordinated effort to strengthen the pipeline of diverse bar association leaders by providing leadership training and professional development programs, which benefit current and future leaders of bar associations and the legal profession. This summer, the CBLA will host several programs spotlighting issues in the legal profession and diverse communities.

AABANY and KALAGNY File Amici Brief Addressing Implicit Racial Bias in N.Y. Judicial System

An Allen & Overy cross-practice team acted as pro-bono counsel for the Asian American Bar Association of New York (AABANY) and Korean American Lawyers Association of Greater New York (KALAGNY) in filing an appellate brief amici curiae to the New York Appellate Division, Third Department. 

Following his mostly unsuccessful personal injury case brought against the State of New York (Byung Choon Joe v. New York), Plaintiff, Byung Choon Joe, appealed the trial judge’s decision to the Appellate Division, Third Judicial Department. A&O, on behalf of AABANY and KALAGNY, filed a brief amici curiae in support of Mr. Joe, urging the appellate court to consider whether the trial court’s decision was negatively influenced by implicit racial bias.

Terry Shen, President of AABANY, said, “As the largest affinity bar association in New York and the United States, AABANY is devoted to promoting diversity, equity, and inclusion. When we learned about the case of Byung Choon Joe, we were concerned about the trial court’s irrelevant reference to his Korean ethnicity in the context of a finding of a lack of trustworthiness, recalling age-old negative stereotypes of Asian Americans. We therefore joined with KALAGNY to file an amici brief to call attention to the fact that judges and the judicial system are not immune to implicit bias.”

The New York State Bar Association and several affiliates of the National Asian Pacific American Bar Association also supported AABANY and KALAGNY’s brief including: the Asian American Bar Association of Chicago, the Asian American Bar Association of Houston, the Asian Pacific American Bar Association of Pennsylvania, the Connecticut Asian Pacific American Bar Association, the Jacksonville Asian American Bar Association, the Network of Bar Leaders (a coalition of more than fifty bar associations in the Greater New York area), the South Asian Bar Association of New York, and the Thai American Bar Association.

The A&O pro-bono team for this case was led by Sapna Palla (AABANY member and Immediate Past President) along with associates Rebecca Cecchini and Ben Minkoff.

NAPABA Welcomes End of Discriminatory “China Initiative”

WASHINGTON –NAPABA welcomes the announcement that the Department of Justice (DOJ) will be ending the “China Initiative.” The program created an environment that placed heightened scrutiny on persons of Chinese ancestry in academic and research environments. For the past seven years, NAPABA has expressed concern about the profiling of Chinese American researchers and scientists and worked with partners in Congress to speak out against impermissible racial profiling.

“NAPABA applauds the end of the China Initiative,” said A.B. Cruz III, acting president of NAPABA. “We are pleased that the Department of Justice heard the concerns of members of the Asian American community, researchers, and scholars, that the program was creating a chilling effect and air of suspicion around scholars of Chinese ancestry. While NAPABA recognizes legitimate national security risks exist, with the increase in anti-Asian hatred, ending programs that create an impression of anti-Asian discrimination is even more important. We thank the Administration for putting an end to this counter-productive program and Rep. Judy Chu, Rep. Ted Lieu, and the Congressional Asian Pacific American Caucus for their leadership on this issue.”

During a speech on Wednesday, Assistant Attorney General Matt Olsen announced changes that the DOJ is making to end the “China Initiative.” The China Initiative was established in 2018 to bring the DOJ’s economic espionage and national security investigations involving China and persons of Chinese ancestry under one umbrella. The program resulted in a number of cases in which charges were dropped or dismissed by the Courts, including the cases of Dr. Xiaoxing Xi, Sherry Chen, and Dr. Anming Hu.

NAPABA 2022-23 Leadership Advancement Program Now Accepting Applications Until March 30th

August 2022 through February 2023

NAPABA is now accepting applications for the 2022-23 Leadership Advancement Program (LAP) for August 2022 to February 2023. LAP is a year-long experiential program, meant to equip mid-career attorneys with a skill set that will transform them into leaders, professionally and personally, while cultivating close-knit friends and resources.  Attorneys in the program will: 

  • Assess leadership and communications styles and use exercises to gain better self-awareness
  • Train to be more effective communicators and listeners
  • Learn how to set goals and ground their career vision
  • Become better at anticipating the oppositions faced in challenge
  • Grow their executive presence 
  • Leave with a cohort of 24 advisors and friends 

This cohort of 24 individuals will launch in a virtual environment, with the possibility of concluding with in-person workshops.
