NAPABA Applauds the Nominations of Amir H. Ali, Judge Sunil R. Harjani, and Jasmine H. Yoon to the U.S. District Court

WASHINGTON – Today, President Joe Biden announced his intention to nominate Amir H. Ali to the U.S. District Court for the District of Columbia, Judge Sunil R. Harjani to the U.S. District Court for the Northern District of Illinois, and Jasmine Yoon to the U.S. District Court for the Western District of Virginia.

“Amir H. Ali, Judge Sunil R. Harjani, and Jasmine H. Yoon are exceptionally well qualified to serve on our federal judiciary,” said Anna Mercado Clark, President of NAPABA. “Active in the AANHPI community, if confirmed, Ms. Yoon, a former board member of APABA-VA, would be the first Asian American to serve as an Article III judge in Virginia. A prominent member of the Chicago South Asian legal community, Judge Harjani was the first South Asian American to serve as a U.S. Magistrate in the Northern District of Illinois. Mr. Ali is an experienced civil rights litigator who has worked to elevate the voices of marginalized communities at the U.S. Supreme Court. NAPABA is proud to support these nominees.”

Amir H. Ali has been President and Executive Director of the MacArthur Justice Center since 2021 and Director of the Criminal Justice Appellate Clinic at Harvard Law School since 2018. Previously, Mr. Ali worked in private practice as an associate at Jenner & Block LLP in Washington, DC, from 2013-17. He also served as a law clerk for Justice Marshall Rothstein on the Supreme Court of Canada from 2012-13 and Judge Raymond C. Fisher on the U.S. Court of Appeals for the Ninth Circuit from 2011-12. Mr. Ali received his J.D., magna cum laude, from Harvard Law School in 2011 and his B.S.E. from the University of Waterloo in Ontario, Canada, in 2008.

Judge Sunil R. Harjani has been a United States Magistrate Judge for the Northern District of Illinois since 2019. Judge Harjani served as an Assistant U.S. Attorney and Deputy Chief of the Securities and Commodities Fraud Section in the U.S. Attorney’s Office for the Northern District of Illinois from 2008-19. He also practiced federal civil litigation as a senior counsel at the U.S. Securities & Exchange Commission from 2004-08 and as an associate at Jenner & Block LLP in Chicago from 2000-01 and 2002-04. Judge Harjani served as a law clerk for Judge Suzanne B. Conlon on the U.S. District Court for the Northern District of Illinois from 2001-02. He received his J.D., cum laude, from Northwestern University Pritzker School of Law in 2000 and his B.A. from Northwestern University in 1997.

Jasmine H. Yoon has been the Vice President of Corporate Integrity, Ethics, and Investigations at Capital One Financial Corporation since 2022. Previously, Ms. Yoon worked as Interim University Counsel and Associate University Counsel at the University of Virginia in Charlottesville from 2019-22. Prior to that, Ms. Yoon served as an Assistant United States Attorney in the U.S. Attorney’s Office for the Eastern District of Virginia from 2010-16. Ms. Yoon was also an associate at Crowell & Moring LLP in Washington, DC, from 2006-09 in its White Collar and Regulatory Enforcement group. She served as a law clerk for Judge James C. Cacheris on the U.S. District Court for the Eastern District of Virginia from 2009-10. Ms. Yoon received her J.D. from the University of Virginia School of Law in 2006 and her B.A. from the University of Virginia in 2003.

NAPABA Applauds the Nominations of Justice Myong J. Joun and Judge Rita F. Lin to the U.S. District Court

WASHINGTON—Today, President Joe Biden nominated Justice Myong J. Joun to serve on the U.S. District Court for the District of Massachusetts and Judge Rita F. Lin to serve on the U.S. District Court for the Northern District of California. If confirmed, Justice Joun would be the first Asian American male to serve on the federal bench in Massachusetts and Judge Lin would be the first Chinese American female to serve on a district that includes San Francisco and San Jose.

“NAPABA congratulates its members, Justice Myong Joun and Judge Rita Lin,” said A.B. Cruz III, acting president of NAPABA. “Justice Joun is the second former Asian American Lawyers Association of Massachusetts president to be nominated to an Article III judgeship and Judge Lin is a past NAPABA Best Under 40 awardee. Both are exceptionally well qualified. We applaud President Biden for nominating them and we urge the Senate to swiftly confirm them.”

Justice Myong J. Joun
In 2014, Justice Joun was appointed by Governor Deval Patrick to the Boston Municipal Court. Previously, he was in private practice where he specialized in criminal defense and plaintiff’s civil rights litigation in state and federal courts. A former president of NAPABA’s affiliate, the Asian American Lawyers Association of Massachusetts, Justice Joun is active in the greater legal community. He currently serves as treasurer of the Harry J. Elam Judicial Conference and has served on the Executive Management Board of the Massachusetts Bar, the board of directors for the National Lawyers Guild and Lawyers’ Committee for Civil Rights Under Law of the Boston Bar Association. Justice Joun is a veteran of the United States Army and the Massachusetts National Guard. He received his J.D. from Suffolk Law School and his B.A. from the University of Massachusetts.

Judge Rita F. Lin
In 2018, Judge Rita Lin was appointed by Governor Edmund Brown, Jr. to the Superior Court of San Francisco. Previously, she was an assistant U.S. attorney of the Northern District of California and a partner at Morrison and Foerster, where she focused on complex civil cases and financial services. At the firm, she had an active pro bono practice, including successfully challenging the federal Defense of Marriage Act. Judge Lin clerked for the Honorable Sandra Lynch of the U.S. Court of Appeals for the First Circuit. In 2017, NAPABA honored her with its Best Under 40 award. She received her J.D. from Harvard Law School and her B.A. from Harvard College.

2022-23 NAPABA Elections Call for Nominations

Deadline June 30
The Nominations and Elections Subcommittee is accepting nominations for Officer and Director candidates and applications for At-Large Board Member candidates for the 2022-23 NAPABA Board of Governors.

As the nation’s largest Asian Pacific American membership organization, NAPABA continues to grow exponentially—maturity, stature, and staff. The NAPABA Board of Governors is an oversight and governing body committed to the mission and purpose of NAPABA. The governing Board of 23 and national staff of nine complement and support each other—together focused on NAPABA’s mission through different perspectives and actions.

NAPABA is committed to having a governing board that reflects the diverse Asian Pacific American legal community and has the right blend of skill, expertise, community connections, and diverse perspectives as a whole. We seek outstanding individuals of high character and integrity with proven leadership and board governance skills and who have demonstrated a strong commitment to NAPABA. The deadline for Officer and Director nominations and At-Large Board Member applications is June 30, 2022 at 8:00 pm ET.

To be considered for a NAPABA Officer, Director, or At-Large position, candidates must be a current individual member in good standing as of the date that the nominations or applications are submitted.

NAPABA Applauds the Nominations of Nusrat Choudhury, Robert S. Huie and Nina Y. Wang to U.S. District Courts

WASHINGTON –Today [January 19th], the Biden administration announced the nominations of three AAPIs to the following U.S. District Courts: Nusrat Choudhury to the Eastern District of New York, Robert S. Huie to the Southern District of California, and Judge Nina Wang to the District of Colorado.

“NAPABA applauds the Biden administration for honoring its commitment to nominate a more representative judiciary,” said A.B. Cruz III, Acting President of NAPABA. “To date, there are a total 45 AAPI Article III judges, ten of whom were confirmed within President Biden’s first year in office.

“Ms. Choudhury, Mr. Huie and Judge Wang have impeccable careers, serving our nation in government and civil rights. We thank Senators Schumer, Feinstein, Bennet, Gillibrand, Padilla and Hickenlooper for recommending them and NAPABA urges the Senate to quickly confirm them.”

Nusrat Choudhury is the Roger Pascal Legal Director at the American Civil Liberties Union (ACLU) of Illinois where she oversees a team advancing civil rights and civil liberties. She has more than a decade of experience advocating for underserved communities in her previous roles at the ACLU Foundation in New York. Choudhury clerked for the Honorable Barrington D. Parker of the U.S. Court of Appeals for the Second Circuit and for the Honorable Denise Cote of the U.S. District Court for the Southern District of New York. She received her B.A. from Columbia University, M.P.A. from Princeton University and J.D. from Yale Law School. If confirmed, Choudhury would be the first Bangladeshi American to serve as an Article III judge.

Robert S. Huie is a former Assistant U.S. Attorney in the Southern District of California where he served as deputy chief of the Major Frauds and Public Corruption Section. He has also served in the U.S. Department of Justice as a resident legal advisor and diplomat in the U.S. Embassies in North Africa and Eastern Europe. He currently serves as counsel at Jones Day San Diego. Huie clerked for the Honorable José A. Cabranes of the U.S. Court of Appeals for the Second Circuit and is a graduate of Calvin College and Yale Law School.

Judge Nina Y. Wang is a U.S. magistrate judge for the U.S. District Court for the District of Colorado. Previously, she served as an Assistant U.S. Attorney in Colorado and was a partner at Faegre Baker Daniels LLP. Judge Wang clerked for the Honorable Peter J. Messitte of the U.S. District Court for the District of Maryland and is a graduate of Washington University and Harvard Law School. Active in the AAPI community, Judge Wang is a recipient of NAPABA’s Best Under 40 Award and served as president of NAPABA’s Colorado affiliate APABA Colorado.

Vanita Gupta to become highest ranking AAPI in agency history

WASHINGTON – The National Asian Pacific American Bar Association (NAPABA) congratulates Judge Merrick Garland, Lisa Monaco, Vanita Gupta and Kristen Clarke on their nominations to serve in the Department of Justice in the Biden-Harris administration.

“NAPABA heartily congratulates these four stellar individuals on their nominations to lead the Department of Justice. These nominees have a long history of public service, including at the Department of Justice,” said A. B. Cruz III, president of NAPABA. “Notably, if confirmed, Vanita Gupta would become the highest ranking Asian American and Pacific Islander (AAPI) to ever serve at DOJ and the first woman of color to serve as Associate Attorney General. We are both proud of and encouraged by the nomination of Vanita and strongly recommend the Biden-Harris administration to continue to draw upon the demonstrated value of AAPI attorneys by actively engaging them to serve in other key leadership roles.”

NAPABA Now Accepting Nominations and Applications for the 2020-21 Board of Governors

The National Asian Pacific American Bar Association (NAPABA) is now accepting nominations for Officer and Director Candidates and applications for At-Large Candidates for the 2020-21 NAPABA Board of Governors.

In 1988, NAPABA was successfully formed by visionary leaders who provided the passion, determination, and support needed to transform the concept of a national Asian Pacific American bar association into a vibrant, diverse, and flourishing organization. Today, NAPABA is the voice for 50,000 Asian Pacific American attorneys, judges, law professors, and law students and represents the interests of nearly 90 national, state, and local Asian Pacific American bar associations.

The organization has grown exponentially over the past decade—maturity, stature, and staff. As a result, the NAPABA Board of Governors has continued to evolve as an oversight and governing body committed to the mission and purpose of NAPABA. The governing Board of 23 and national staff of seven (7) complement and support each other—together focused on NAPABA’s mission through different perspectives and actions.

NAPABA is committed to having a governing board that reflects the diverse Asian Pacific American legal community and has the right blend of skill, expertise, community connections, and diverse perspectives as a whole. To that end, the NAPABA Board of Governors embarked on a positive, forward looking, transformation—transitioning the Board from an operationally engaged group to a more strategically focused governing board that will employ a “best practice” standing committee framework to better execute its organizational oversight responsibilities.

The NAPABA Board of Governors now includes five (5) Officers and four (4) Directors elected by the membership, ten (10) Regional Governors chosen by the NAPABA regions, and four (4) At-Large Board Members who are appointed by the Board of Governors. In addition, the NAPABA Board of Governors has established three (3) Standing Committees: Governance, Nominations and Elections; Finance; and Programs. These new Standing Committees may include a mix of Board and non-Board members and will allow committee members to collectively oversee key strategic areas important to NAPABA, as well as assess matters of consequence in depth, and provide recommendations to the entire Board. Stay tuned for future opportunities to lend your talent and support to NAPABA and participate in NAPABA Standing Committees.

Press Release: NAPABA Congratulates Jessie K. Liu and Jennifer Yue Barber on Their Nominations

WASHINGTON — Yesterday, President Trump announced the nominations of Jessie K. Liu to be Under Secretary of the Treasury for Terrorism and Financial Crimes and Jennifer Yue Barber to be Representative of the United States of America on the Economic and Social Council of the United Nations, with the rank of Ambassador.

“We congratulate Jessie K. Liu on her nomination to serve as the Under Secretary of the Treasury. Ms. Liu is an experienced and respected attorney with a record of leadership as U.S. Attorney. She is well qualified to oversee the Office of Terrorism and Financial Intelligence,” said Bonnie Lee Wolf, president of the National Asian Pacific American Bar Association (NAPABA). “We congratulate Jennifer Yue Barber on her nomination to serve as Representative of the United States of America on the Economic and Social Council of the United Nations. Ms. Barber has a strong record of encouraging and creating economic opportunity and is well qualified to serve as Ambassador. We are encouraged to see Asian Pacific American women like Ms. Liu and Ms. Barber continue to break barriers and serve as role models.”

A litigator with over 20 years of experience, Liu is presently the U.S. Attorney for the District of Columbia. She previously served as Deputy General Counsel for the Department of the Treasury, as an Assistant U.S. Attorney in the District of Columbia and in several senior positions in the U.S. Department of Justice, including as Deputy Assistant Attorney General in the Civil Rights Division, counsel to the Deputy Attorney General and Deputy Chief of Staff for the National Security Division. She was a partner at the law firms Morrison & Foerster LLP and Jenner & Block LLP. Liu clerked for then-Chief Judge Carolyn Dineen King of the U.S. Court of Appeals for the Fifth Circuit in Houston, Texas. She received her A.B., summa cum laude, from Harvard University and her J.D. from Yale Law School. A longtime member of the Asian Pacific American legal community, Liu served as a co-chair of the 2012 NAPABA Convention in Washington, D.C. She is also a recipient of the NAPABA Best Under 40 Award.  

Barber is a member of the law firm Frost Brown Todd LLC focusing on state and local tax, economic incentives, and government affairs. She was appointed by the Governor of Kentucky to serve on the University of Kentucky’s Board of Trustees. Barber is also a member of the Kentucky Chamber of Commerce Tax Working Group and Litigation Committee and a member of the American Bar Association and Kentucky Bar Association, where she leads and serves on multiple committees. She is also a member of the local advisory board for United States Bank, the nation’s fifth largest commercial bank. She served on the Kentucky State Fair Board, which has over $450 million in annual economic impact to Kentucky. Barber earned her B.S. from the University of Kentucky and her J.D. from the University of Kentucky College of Law. She clerked in the Office of the Chief Justice of the Supreme Court of Kentucky. Barber is a member of the NAPABA Partners Committee.

Barber is also nominated to be an Alternate U.S. Representative to the United Nations General Assembly.

WASHINGTON – President Trump announced the nominations of Patrick J. Bumatay to the U.S. Court of Appeals for the Ninth Circuit and Judge Steve Kim to the U.S. District Court for the Central District of California.

“NAPABA congratulates Patrick Bumatay on his nomination to serve on the U.S. Courts of Appeals for the Ninth Circuit,” said NAPABA President Daniel Sakaguchi. “A career prosecutor, Mr. Bumatay is an experienced attorney who will bring his strong commitment to fairness and public service to the bench. We urge the Senate to swiftly consider his historic nomination and confirm him as the first Filipino American to serve as a federal appellate judge and the first openly gay judge on the Ninth Circuit.”

“NAPABA congratulates Judge Steve Kim on his nomination to serve on the U.S. District Court for the Central District of California,” continued Sakaguchi. “A current federal magistrate judge, he is recognized by his peers on the bench and in the bar for his leadership and commitment to the practice of law. Patrick J. Bumatay is an Assistant United States Attorney in the U.S. Attorney’s Office for the Southern District of California. He currently serves in the Office’s Appellate Section, representing the United States before the Ninth Circuit Court of Appeals. Bumatay has held numerous positions in public service throughout the Department of Justice, including the top three leadership offices. He clerked for Judge Timothy M. Tymkovich of the U.S. Court of Appeals for the Tenth Circuit and Judge Sandra L. Townes of the U.S. District Court for the Eastern District of New York. He is a graduate of Yale University and Harvard Law School. He is an active member of NAPABA, our affiliated bar—the National Filipino American Lawyers Association, and the Tom Homann LGBT Law Association.

Steve Kim is a U.S. Magistrate Judge for the U.S. District Court for the Central District of California. He presides over both criminal and civil matters. He was the Regional Managing Direct at Stroz Friedbarg, LLC, and is a former Assistant U.S. Attorney in the Criminal Division. He clerked for Judge Sidney R. Thomas on the U.S. Court of Appeals for the Ninth Circuit and District Judge Stephen V. Wilson in the Central District of California. He is a graduate of the University of Oklahoma, with special distinction, and Georgetown University Law Center, magna cum laude.

The NAPABA Board of Governors consists of nine Officers who are elected by the membership, ten Regional Governors who are chosen by the NAPABA Regions, and four At-Large Board Members who are appointed by the Board of Governors. Now through July 8 at 5 p.m. EDT, the NAPABA Nominating & Elections Committee will be accepting nominations for members who want to stand for election as Officers and applications from members who want to be considered for At-Large Board Member positions.

NAPABA Call for Nominations

The NAPABA Nominating and Elections Committee is accepting nominations for election as the Vice President for Finance and Development of the NAPABA Board of Governors for the 2018-19 term, in light of Courtney Fong’s withdrawal. The NAPABA Board of Governors makes the organization’s policies for the given year, and consists of nine officers, ten regional governors, and four appointed At-Large Board Members. The responsibilities of board members include, but are not limited to, supporting NAPABA’s mission statement, endorsing NAPABA events and programs, securing financial supporters, and demonstrating the highest standards of integrity and decorum. AABANY members who joined or renewed their NAPABA membership by July 1, 2018, are eligible to vote. Ballots have been delivered by email, and must be cast on or before Tuesday, Oct. 9, 2018.
